Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The chain of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are conducted: hopeful statements are released from multiple capitals. Immense energy is allocated on containing specific proposals. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from across the border, a capacity enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to intercept incoming cruise missiles flew past – modern combat jets supplied to Ukraine by NATO members.
Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, most likely provided by Western nations. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly transforms into sober acceptance: possibly the approaching threat won't strike its target this time, protecting urban areas from catastrophe and additional electricity failures.
Ongoing Risks
Not long after, a heavy machine gun engaged a unmanned aircraft close by, part of a mobile-fire group – almost certainly Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it continued its flight toward its objective.
With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and heating outages in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on Western support – a reliance that European nations are demonstrably unable to replace in the immediate future.
Unsuccessful Negotiations
The detailed framework from American leadership sparked intense emotion, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new proposal from Washington unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This trend will, undoubtedly, endure.
Tactical Assessments
It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership works based on a principle understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration assumes that it is impossible to compel Moscow to relinquish the territory that it already controls in Ukraine's occupied territories.
The issue is that while acknowledging this situation, US leadership does minimal to prevent Kremlin actions, through words or deeds, from believing that the status quo will not change more in its favour in the near future.
Opposing Positions
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but averting a total frontline collapse until conditions improve in its benefit.
Present Conditions
Factually, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their mission will now be much harder after recent developments, it remains very improbable that this will modify their basic position.
These two forces are influencing discussions.
Summary and Prospects
It took a only one week to eliminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all achieved their purpose.
While new plans based on established approaches are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to modify developments, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
