The Former President's Progressive Alarm Overlooks The Continent's Real Danger: Technological Decline.

The recent US national security strategy presents a flawed assessment of Europe. It claims that unrestrained immigration and so-called "progressive" agendas represent an existential threat to European civilization. However, this perspective rests on a fundamental misreading of the reality. The true challenge facing the EU is not societal but economic and technological lag.

A Glaring Growth Divide Separating the US and Europe

The data reveal a stark contrast. From 2008 and 2023, US GDP grew by eighty-seven percent, while a mere 13.5% growth for the EU. Over this period, European income per person fell from over three-quarters to just half of the US level. Strikingly, even the poorest US state now has a higher per capita income than several leading EU nations like Italy and France.

Currently, roughly half of the global 50 largest tech companies are US-based, while only four are from Europe.

The Technological Shortfall: The Core Question

The growing disparity stems from superior productivity growth in the United States, fueled by breakthroughs and better use of resources. The scene of world technology leadership is overwhelmingly American. Over the past five decades, hundreds of American startups have scaled into enterprises valued at over $10bn, compared with only fourteen in the European continent.

This gap prompts a pressing question: In the race for future industries like AI, semiconductors, and fusion energy, where does the EU stand? Most analysts agree it is essentially a contest between two involving the United States and China, with European nations entering at a significant disadvantage.

Root Causes of the Continent's Technological Lag

A number of key factors account for this innovation chasm.

  • Venture Capital: The United States has a much more robust and more dynamic system for funding startups. Europe has yet to establish a true capital markets union, a factor that limits the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided rules hinder European business. A American entrepreneur can introduce a product under one regulatory framework to access a market of hundreds of millions. The EU, despite a larger population size, is split among twenty-seven separate regimes, creating significant internal barriers.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In some EU nations, a startup's collapse was historically viewed with penalties, whereas in the US, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, one can find causes for optimism. Policymakers are increasingly aware of the existential challenge and have begun to advance substantial change. Key reports on European competitiveness and the single market point to the need for sweeping reforms.

Given appropriate policies and regulatory reforms, these assets could support much higher levels of business-led breakthroughs.

The continent retains considerable strengths: skilled workforce, top-tier education systems, and premier research institutions. Alongside a vast domestic consumer base and high savings rates, these foundations could unleash a new wave of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in developing cutting-edge tech, it can still significantly boost productivity by implementing and tailoring innovations from other regions.

An Inflection Point

The European Union now stands at a critical moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, Europe's technological decline has been gradual. However, without decisive action to address its structural weaknesses, today's slow erosion could give way to a rapid and permanent loss of world influence.
